
Supporting organizational change to improve evidence use for Public Policy in Peru
There are many factors that affect knowledge use, but every organization is different. To understand how to foster change in any organisation, we need to look at the context in which it organization operates and its relationships.
In partnership with Purpose & Ideas, and following an open call, INASP piloted the Context Matters Framework during 2017 and 2018 with the Secretariat for Public Administration of the Prime Minister’s office (SGP) and the Economic and Social Research Consortium (CIES) in Peru.
The problem
The government of Peru had recently reinforced the importance of increasing citizen-experience in all policy making, public services and regulation towards all public entities.
Secretariat for Public Administration (SGP) of the Prime Minister’s Office in Peru, is in charge of proposing, articulating, implementing and evaluating the National Policy for Public Management Modernization. Economic and Social Research Consortium (CIES), is a consortium of academic institutions and think tanks from Peru with a mission to produce and disseminate relevant research to impact public policy decisions.
SGP and CIES jointly identified a window of opportunity to frame their work and discussions using the systematic approach proposed by INASP and Purpose & Ideas.
Our approach
The scope of the project was to support SGP to strengthen it’s role as a central department with relationships with multiple levels of government whilst improving direct user feedback to the knowledge producer.
We aimed to answer two basic questions:
- Is what CIES producing helpful for the policymaker?
- How can we improve the relevance of the knowledge, in terms of content and delivery mechanism?
Outcome
Using a collaborative and participatory approach, the project delivered a diagnosis document and tailored change plan to help CIES implement a better dissemination strategy in the future, and to move forward with SGP’s request for a systematized policy research online hub.
