Starting from context: How to make strategic decisions to promote a better interaction between knowledge and policy

This is the second paper in a series which aims to better inform the design and delivery of capacity-building efforts with regard to the use of research evidence in policymaking in developing countries.

This paper is a practical knowledge product Context Matters framework, developed by Politics & Ideas and INASP to understand how the context at the level of government institutions affects the use of knowledge in policy. The paper proposes concrete ways in which the framework can be used to detect and understand the critical entry points to promote the use of knowledge in public institutions.
