PERii: Information Delivery
The Information Delivery component of PERii cooperates with publishers and library consortia to enable access to research materials for eligible institutions (eligibility criteria PDF 38kb) within developing and emerging countries. INASP also provides information about complementary developing country initiatives and a directory of open access resources. Activities include:

Negotiations with Publishers
PERii partners with Country Coordinating teams who identify the resources required within their country, and coordinate training, promotion and evaluation of the resources available. On their behalf, The Information Delivery team negotiates (or supports local negotiation) with publishers and other content owners to obtain access to resources at a price that is proportionate to the socio-economic situation and infrastructure within each country. To ensure long term, sustainable access, the models for access are a combination of heavily discounted and free subscriptions.
The Information Delivery component of PERii enables library consortia to select multidisciplinary resources from over 50 publishers and aggregators. The negotiated content available includes:
- Over 25,000 online journals (18,000+ full text)
- Over 11,000 ebooks
- Citation and bibliographic databases
- Document delivery from the British Library
Equity of Access and Consortia Development
Because equity is at the heart of PERii, with the hope of strengthening and encouraging the growth of library consortia and the information infrastructure within countries, the Information Delivery team negotiates countrywide access for all eligible institutions whenever possible. Access to the resources is free to researchers at the point of use. Working with our Country Coordination teams, PERii helps to identify funds for subscriptions, digital library management, training and promotion. Often this is achieved through the establishment of self-governed consortia who take joint-collection development decisions. This development enhances the possibilities for effective responsiveness to change and the sustainability and organic growth of activities in the future. Monitoring and Evaluation of Usage
Monitoring and evaluation of resource use is enabled through the provision of COUNTER compliant statistics from the publishers and also end-user surveys. These activities are vital for informed collection-development decisions, proactive promotion and also help to demonstrate how the number of registered users increases and spreads throughout a country. Each year there is a noticeable growth in the number of institutions registering for access and at the end of 2008 this has risen to 989.
Promotion of Resources
Promotion of resources is an ongoing process, collectively undertaken by Country Coordination teams, consortia, librarians, INASP and the publishers. Promotional materials such as posters, user guides and info-briefs are disseminated at workshops. Each publisher has a dedicated webpage from the INASP website which has links to the training and promotional materials they produce. E-marketing has a particularly important role in keeping librarians and researchers up-to-date with developments and has the added advantage of being eco-friendly, scalable and instant.
Open Access Materials and Complementary Programmes to PERii
INASP also maintains links to programmes which are complementary to PERii, such as information about open access online resources (available to all researchers) and online resources that are freely available to eligible researchers in qualifying developing and emerging countries. Promotion and training for these resources is included within PERii activities.

Publishers for Development
Publishers for Development (PfD) was launched in 2008 and is a joint initiative of the Association of Commonwealth Universities (ACU) and INASP. It is a forum for information and discussion around the importance of access to information for development. It will explore some of the unique challenges developing country libraries, researchers and publishers experience and also provide an opportunity for publishers to keep up-to-date and feed their input into the work all parties are undertaking to lessen the digital divide.
Publishers play an important role in contributing to high-quality library and information services. They are also a vital component in the global research communication cycle, especially in encouraging the wider dissemination of research and ideas from all members of the international scientific and academic community in which developing country research is currently underrepresented.
The forum is designed to:
- improve publishers knowledge of the context/specific needs of developing country colleagues
- generate a greater level of discussion amongst publishers about the issues access/connectivity/software
- enable publishers to share information about what they are already doing to help increase access, work with developing country researchers and adapt their ICT to operate in a low-bandwidth environment
- gain ideas for discussion with editorial/IT colleagues
- encourage a two-way dialogue with librarians by feeding outcomes/requesting input from the networks in which they are already active.
