Rebecca Bailey

As Countries Coordinator at INASP, Rebecca works closely with the PERii country coordinators from both partner and network countries, supporting their work in a variety of cross-cutting areas including: the joint development of country documentation (Memoranda of Understanding, annual coordinating agreements and country road maps); enabling Peer Experience Exchange Project (PEEP) visits; and working on the medium to long-term sustainability of the work in-country. She is also involved in organising the annual PERii Steering Committee meeting.
After graduating in Modern Languages (French and Italian), Rebecca spent three and a half years in China as an English teacher and teacher trainer with the development organisation Voluntary Services Overseas (VSO), before joining INASP in 2006.
Martin Belcher

Martin shares the post of Director of Programmes with Sara Gywnn. He is responsible for programmes direction with a particular focus on the monitoring and evaluation and impact assessment of all programme areas. This includes research design, data collection and analysis and reporting across all programme areas in this field. In addition he has line management responsibility for the areas of ICT training, libraries development and evidence informed policy making. Prior to his current role, Martin was head of programme for INASP's ICT training and bandwidth management and optimisation. He joined INASP in 2001 and, prior to that, his background was in Web based systems development, GIS and archaeological research. Martin is a remote member of INASP and is based in Sweden.
Colby Benari

Colby joined INASP in 2008 after studying Environmental Policy at King’s College London. As the Implementation Officer at INASP, she is responsible for assisting programme staff and the daily running of the office. Colby has experience in scientific and social research, the business sector and grassroots charitable campaigning.
Lucy Browse (née Barton)

Lucy leads INASP's relationships with international publishing partners and negotiates free and low-cost access to e-resources on behalf of INASP's partner and network countries. Her role includes enabling sustainable relationships between partners, increasing awareness and use of e-resources and enhancing routes to access for researchers. She has many years of experience in working within a sales and marketing capacity in both commercial and not-for-profit publishing sectors.
Peter Burnett

Peter Burnett works to build up the infrastructure of libraries and equip librarians with skills to effectively deliver services in the digital library environment. A graduate in Russian and East European Studies, he has worked in the universities of Birmingham, Lancaster, Washington and Oxford and spent 9 years as Head of Technical Services at the Bodleian Library. From 1994-2000 he served as Chair of George Soros' Open Society Institute Network Library Program, and has worked as a library consultant in parts of the former Soviet Union and Eastern Europe. Peter joined INASP in 2008.
Sian Cooper

Sian joined INASP in 2008 and works closely with both the Finance Manager and the Information delivery team. She assists the Finance manager with daily administration and finance activities across INASP. Within the information delivery team she works with Publishers and our Partner Countries to support their collection development and subscriptions to electronic resources.
In addition to working with INASP, Sian works part time in a family business, doing the bookkeeping and various office administration tasks. She has an International degree in English and Education which she undertook at the University of Wolverhampton and The Hogeschool in The Netherlands.
Sioux Cumming

Sioux works on the Journals Online (JOL) where there are now five JOLs (BanglaJOL, NepJOL, PhilJOL, SLJOL and VJOL). Sioux identifies new journals to be included, works with the editors of the journals to load new issues and keeps the information about the journals as up to date as possible. She records the statistics relating to the usage of the sites and produces the newsletters for each of them. Sioux is also involved in training in the publishing workshops and she assists in the AuthorAID project. Prior to joining INASP, Sioux was a lecturer in Zimbabwe for 23 years where she was also the editor and manager of a journal for a number of years.
Emma Farrow

Emma joined INASP in May 2009. She contributes to the development, delivery and evaluation of a range of library, information use and management, and ICT-related training activities. Emma has an MA in Information and Library Studies from Manchester Metropolitan University and has worked both at the University of the West of England and for VSO in Sri Lanka. Her other professional activities have included work with the UK-based charity Partnerships in Health Information (Phi) which has involved her in projects in a number of developing and transitional countries.
Liam Finnis

Liam leads and implements INASP's communication strategy, including design and maintenance of the INASP website, editing and distribution of the newsletter, promotional materials and publications.
Liam studied Mass Communications at Carleton University in Ottawa, Canada. After graduating in 2004 he lived in Japan and Australia, before moving to the UK in July of 2007 and joining INASP in early 2008. Liam has worked in a variety of areas, including both the education and charitable sectors, and has experience in journalism, television production and event management.
Emma Firth

Emma joined INASP in January 2009. Within this role she is responsible for the day to day management of the finance department. Emma qualified as a Chartered Accountant in 1996 and worked in mainstream practice until starting her own accountancy business in 1998, which she continued until 2005. She is returning to accountancy after a four year break spent with her young children and managing her holiday homes business.
Sara Gwynn

Sara worked at the Institute of Physics Publishing during the transition from paper to electronic journals. This triggered an interest which led to research in universities in the UK, Australia and South Africa on the impact of e-resources on the research process and roles of researchers and librarians. During this time she also lectured in Information Systems and managed the production and launch of several journals. Sara joined INASP in 2002 on the ICT training component of PERI and is now coordinating INASP’s programme work in her role as Director of Programmes.

Tag (Mary) McEntegart has been Executive Director of INASP since September 2007. She joined INASP following five years as a Senior Lecturer with the Centre for International Development and Training (CIDT), University of Wolverhampton. A highly experienced facilitator and leader, her twenty year track record in the context of International Development worldwide includes strategic and policy planning and in-country implementation (including 4.5years in Bosnia & Herzegovina: '97-‘02), together with training skills and professional development knowledge.
Kirsty Newman

Kirsty works jointly for INASP and the UK Parliamentary Office of Science and Technology (POST) on their collaborative "Science into Policy" programme. After carrying out a PhD in HIV research at Edinburgh University, Kirsty worked for three and a half years as a malaria immunology researcher at the London School of Hygiene and Tropical Medicine. Prior to joining INASP in 2009, she worked for a major UK science funder focusing on capacity building activities for research in Africa.
Anne Powell

Anne works in Information Delivery in both publisher and country-facing activities. She works with publishers to ensure that PERii's processes and systems meet the needs of publishers while offering optimum access to the resources by researchers. She assists country coordinators and librarians with selection of and access to online resources, with collection and interpretation of usage statistics and with raising awareness of the resources by researchers.
Anne worked as a librarian and library educator in Zimbabwe for 21 years before joining INASP in 2002.
Trish Sheehan

Since joining INASP in 2005, Trish has worked together with our country partners and INASP colleagues to support the implementation of ICT training activities. She also has responsibility for coordinating the INASP small grant scheme and is involved in the monitoring and evaluation of INASP activities and projects. As well as the UK, Ireland and Australia, Trish has previously lived and worked for four years with development organisations in Central America.
Julie Walker

Julie joined INASP as Head of Publishing Support in July 2007, having worked for a leading scientific publisher for eight years. The remit of the role is to oversee the planning, development and implementation of the Publishing Support programme including the AuthorAID project. She has lived and worked in Africa and Asia.
