Programme for the Enhancement of Research Information

What is PERii?

PERii is the second five-year phase of INASP's Programme for the Enhancement of Research Information.

Focusing on the needs of people in developing and emerging countries, PERii works with partners to support global research communication by further strengthening:

  • the knowledge and skills of people working in research communication 
  • participation in international knowledge networks 
  • research communication policy and practice

Taking advantage of the possibilities offered by ICTs, the core programme areas focus on:

How does PERii work?

PERii is guided by five key principles: equity, stakeholder participation, strategic partnerships, social responsibility and sustainability.

Equity
INASP works to ensure that participation in PERii activities is open to as many people as possible and that decisions on that participation are made in a transparent and fair manner.

Stakeholder participation
Country Coordination Teams (based in partner countries) are central to PERii, providing the voice for stakeholders in their countries, and are closely involved in guiding, implementing, and evaluating PERii.

Strategic partnerships
As well as its key stakeholders (researchers, librarians, publishers, ICT professionals and policy makers), INASP works with partners such as professional associations, national research and education networks (NRENs), learned societies and academies, as well as like-minded sister organisations, to extend the reach and impact of PERii.

Social responsibility
INASP aims for all activities to contribute to long-lasting and sustainable change. Therefore, PERii will  work to make sure that its activities balance environmental, economic, political and social concerns.

Sustainability
The ultimate goal of PERii is that the activities become entirely country owned. Activities are designed with a cascaded approach, with the aim that every INASP-facilitated activity leads to a subsequent country-led follow on. This builds or strengthens capacities within organisations rather than just individuals. Over time, the aim is that each country will build a sustainable, self-supporting network, provide and receive guidance and support to similar countries, and INASPs role will shift to meet any new demands that may arise.

How is PERii funded?

The programme is supported by intellectual and financial contributions from its partner countries, the UKs Department for International Development (DFID), the Swedish International Development Cooperation Agency (Sida), the Norwegian Agency for Development Cooperation (NORAD), the Royal Danish Ministry of Foreign Affairs (RDMFA) and various philanthropic foundations.
