This report examines the role of policies in the design, development and implementation of education digital libraries. Using three case studies of African Universities (Kenya, Uganda and South Africa) as a base point, this paper makes an assessment of the impact of these policies on the outcomes of digital libraries in African Higher Education. The case studies were carried out between September and November 2009.
