Knowledge into policy: Going beyond "Context Matters"

This paper provides an overview of the Context Matters framework developed by INASP and Politics & Ideas to detect and understand the critical entry points to promote the use of knowledge in public institutions.

The paper aims to help policymakers, researchers, practitioners and donors better define windows of opportunity in different contexts to focus efforts on promoting better interaction between knowledge and policy.
